The length of the assignment: 2025-02-15 through 2025-12-31 (Option on extension for the assignment to be completed)

Extent:300 hours (option on the introduction project is estimated at about 500 hours)

Mission site:Distance (occasional site visits in Skellefteå as agreed with clients).

Description:We are now looking for a sub -consultant who can take on the role of project manager for implementation project logging and monitoring.

Skellefteå Municipality has, through a feasibility study on logging and monitoring, identified a need to improve its ability to log and monitor IT systems, networks and identity and access management (IAM) to meet both internal and external requirements.This need has arisen for several reasons:

  • Effective and robust network service: To ensure efficient and robust networking service, logging is required that enables troubleshooting and maintenance.Logs for this purpose often need to be saved for days or weeks.
  • Security: In order to fulfill the operations' requirements for security, logs must be saved for longer periods, often months or years.This ensures that potential security events can be detected and investigated on time.
  • Law requirements: In order to comply with legal requirements, logs must be saved for several years.For example, the National Board of Health and Welfare's regulations require that logs be saved for five years, while the security police regulations may require storage for up to 25 years.The information saved for this purpose is often more limited than for the two previous cases.
  • In order to meet these needs and improve the municipality's ability to detect and investigate potential incidents, Skellefteå municipality needs to develop its logging and monitoring capacity.

In recent years, the municipality has implemented extensive modernizations of its IT infrastructure, including a new zoning of the network and implementation of an identity supplier for secure authentication.To supplement these investments, a corresponding investment in logging and monitoring of the IT environment is now required.The investment will be carried out in close dialogue with the municipality's operations to ensure a match between business needs and solution.

The consultant should:

  • Fulfill the level of competence 2.
  • Be able to communicate in the Swedish language both orally and in writing.
  • Have experience in projects against public operations
  • Have experience in IT projects
  • Have relevant education as well as current professional experience and knowledge in the competence area project management and the role of project manager.
  • Have completed at least two assignments in the competence area project management and the role project manager over the past three years

The consultant should:

  • Have experience in implementing solutions for one or more of the areas below:
    • Logging
    • SOC
    • SIEM
    • Incidentrespons
  • Have experience in introducing and/or developing IT services.

We will start with 20 hours per week and we might extend to full time after 2-3 months. First project is on financial instruments with blockchain as backend technology.
