Stationing location: Most of the assignment can be performed at any location.Digital meetings should be able to take place with Zoom, Teams and Google Meet.Travel to current county may be required, for example, when needed for physical meetings in the municipalities

Scope: A call will be based on how demand for support from municipalities looks like, which means that we cannot ensure neither continuity nor a certain extent for hours, within the framework of the assignment.Calls of hours always take place through the client and the extent of each advice is determined in consultation with the client.Before recorded advice/service may begin, a timed activity plan must be served and approved by the client.

DESCRIPTION:

Procurement of expertise in municipal energy planning based on the new conditions that come from electrification.

The assignment intends to be able to offer advice and support to municipal operations in Östergötland County on request, linked to municipal energy planning processes and the development of municipal energy plans.The counseling must be based on the Swedish Energy Agency's guidance for municipal energy planning.The assignment also includes being able to carry out competence -enhancing activities linked to municipal energy planning, with the aim of raising knowledge municipal service persons and politicians on these issues.Other examples of areas that can be included in the counseling are analysis of local and regional energy statistics, interpretation of network development plans from a municipal perspective, a general analysis of local conditions for production and transition.The assignment also includes assisting in the Energy Office's work within the framework of the project, with developing different types of knowledge base and guidance that can be supported in the municipalities' energy planning work.

Ska-requirements:

1. Complete and attach ”Appendix 04, Reference mission ”:
   Tenderers must attach two (2) paragraphs of reference assignments (see Appendix reference assignment) for their tenders for the offered consultant regarding similar assignments to which this procurement refers to.Similar assignments mean to develop municipal energy plans or other support in the municipal energy planning process, such as conducting training or advice in the area.The reference assignments must be completed.In order for a reference assignment to be considered to show adequate experience, the following is required: The reference assignments are to refer to similar assignments to which this procurement refers to, see definition above.• All requested information must be completed in the annex attached to the tender reference assignment.• The reference assignments must have been performed during the last three (3) year period from the last tender day of this procurement
2. Furthermore, the consultant/consultants will be available throughout the assignment's implementation to ensure effective communication and collaboration.A good ability to express oneself in Swedish, both in speech and writing, is a necessity in order to handle the assignment.
3. The tenderer must specify with which anticipation support on the request can be offered.The example below is the most common requests.Other types of assignments may also be relevant.The requirements below are market requirements, which means that the tenderer receives a VAT deduction if the desired response times are met.Note!Regardless of whether or not the tenderer can fulfill the desired response times or not, a promised response time must be stated:
   a. Less extensive advice via e-mail or the like should be given within two (2) working days on request.Reply whether the requirement is met or not and also specify in the free text field within which number of days the tenderer promises response time.
   b. More extensive advice that requires a meeting/review should be given within five (5) working days after request.Reply whether the requirement is met or not and also specify in the free text field within which number of days the tenderer promises response time.

If the tenderer offers one (1) consultant, the following requirements apply:

1. The consultant shall: have at least 5-year college education in the relevant area and at least five (5) years of experience in work in relevant field
2. have expertise in electrification, energy systems and municipal energy planning and
3. have experience of processing the preparation of a municipal energy plan
4. The consultant's training and experience must be clearly stated in the tender's attached CV.

If the tenderer offers two (2) consultants, the following requirements apply:

1. At least one (1) consultant shall: have at least 5-year college education in relevant field and at least five (5) years of experience in work in relevant field
2. have expertise in electrification, energy systems and municipal energy planning and
3. have experience of processing the preparation of a municipal energy plan
4. This consultant has the main responsibility towards the client.
5. The main consultant is the quality and delivery manager and is the client's contact person.The requirements for CV and references refer to the main consultant, in cases where more than one (1) consultant is offered.
6. The consultant's training and experience must be clearly stated in the tender's attached CV.
7. The second consultant shall: have at least 5-year college education in relevant field and at least three (3) years of experience in work in relevant field
8. have expertise in electrification, energy systems and municipal energy planning and
9. have experience of participating in the development of a municipal energy plan
