MAXIMUM PRICE: the evaluation budget should amount to at least 300,000 SEK.
Specify hourly rates for each level of consultant, as well as the number of consultants. The bidder must also indicate the percentage of hours each consultant is expected to devote to the project.

DESCRIPTION:

This call for bids concerns a learning evaluation within the European Regional Development Fund (ERDF) and the Fund for a Just Transition (FJT) for 2021-2027, for the above mentioned project.
The overall objective of the learning evaluation is to:
- strengthen the project's evaluability by ensuring its theory of change and integration of sustainability through the use of the sustainability ladder - a formative purpose
- ensure the project's monitoring and data collection for evaluation - a formative purpose
- evaluate the project's results and effects - a summative purpose

MANDATORY REQUIREMENTS:

The assignment shall be led and carried out by a team of consultants consisting of a suitable number of consultants.
The project manager shall serve as project leader throughout the assignment and be responsible for all aspects of the assignment, deliveries, and communication with the contracting authority.
In the event of personnel changes, their function shall be filled by a person with equivalent qualifications. The change must be communicated and approved by the contracting authority.
Attached CVs of proposed consultants must clearly demonstrate their qualifications and experience (as per the specified requirements).
Each proposed consultant must also provide a reference project that proves their experience in the relevant area.
The bidder shall describe how they intend to plan and carry out the evaluation in line with the objectives stated in Section 3 of the Request for Proposals and the requirements set by the contracting authority in Section 4.
The description must include, among others:
